Although sporadically investigated, the prisons system has failed to use its powers to conduct its own investigations and to hold, for example, the prisons inspectorate as it is mandated to do. Correctly, the cases reported by the media saw the treatment of the inmates as inextricable linked to corruption. 

The only significant pressure to state authorities remains through independent civil society actors, who play important role in this process due to current expertise in data collection and analysis and unconditioned access to places of detention. Due to such experience civil society actors continue to help address the major concerns identified inside prisons, acting as a bridge among state and prison population, and contribute to awareness raising about the prison system and prisoners. 

Fact finding, case investigation, awareness and coordination is the key for the Program Success
