 ARCT – invited by the Ministry of European Integration to contribute regarding the strategic Document “RoadMap in the process of EU process”.

Based on 5 sectorial priorities, the ROADMAP document includes actions  that the state authorities should undertake before the next discussion on the Albania’s status.

ARCT has prepared a policy paper regarding the current legal, institutional and social status of the former political persecuted – as issues of restorative justice for the group of population which suffered atrocities of persecution during the hardest, or at least one of the hardest communist regimes in Europe.

The case of Albania is a demonstration that without a meaningful restorative justice mechanism(s) the chances for social turbulence and stagnation of democratic development processes is high even 20 years after the change of regime.

The mechanism of denial does not bring sustainable social peace while unconditioned human rights respect needs being enforced and implemented for all societal groups.

The issue of Former Political Persecuted situation in Albania of 2012 did draw attention international community as never before, including State Department, European Commission, European Parliament. Due to a hunger strike in Tirana, the most unfortunate on human casualties on the long history of hunger strikes in this country, international community monitoring democratisation process of Albania formulated recommendations on a rapid inclusion of FPP issue within the integration agenda.
